Mix flour, baking powder, salt, coconut, brown sugar, oatmeal and melted butter. Press into buttered 13x9 pan and bake at 350 for 10 minutes. While base is cooking, melt condensed milk, golden syrup (or corn syrup) and 2 T. butter in saucepan. Stir until boiling, reduce heat and simmer for 6 minutes. Stir until light brown, then pour over base. Return to oven and cook for another 10 minutes. Let cool. Melt choco chips and shortening together and pour over caramel. Cool. For easier cutting, score the chocolate before it's completely hard.
